Heat the oil in a saucepan and fry the onions, potatoes and carrot slices. Add vegetable soup, salt and pepper, pour water and simmer for 15 minutes. Sprinkle the fish with lemon and when the potato cubes are cooked, add the paprika cubes and cook gently for 5 minutes, then put the fish cubes on top and remove the pot from the heat. The fish will only pull in the closed saucepan for about 10 to 15 min. depending on the size of the fish cubes. Sprinkle with dill and parsley and bring to table.
