Cut the carrots diagonally into narrow slices, the green of the spring onions into pieces of 2-3cm. Cut the meat diagonally to the fibers into long narrow slices. Mix soy sauce (1), maizena (cornstarch) (1) and garlic in a baking dish and pour in the meat. Leave to marinate for 10 minutes.
Stir together water, soy sauce (2), cornstarch (2), sesame seeds, sugar and chili seasoning and set aside.
Highly heat oil (1) in a wok or heavy frying pan. Cook meat in it for 1 minute, stirring constantly; remove. Heat oil (2). Pour in carrots and white parts of scallions and cook for 2 min, stirring constantly. Add the green parts of the scallions and cook everything together for 1 minute, stirring constantly. Add the meat and the soy mixture. Bring to a boil and stir until sauce boils and thickens.
Serve immediately with cooked long grain rice.
